Openoffice - CSV-export: is there an escape-charcter by default?

As far as I can see OpenOffice, when it comes to saving the file as a csv file, it includes all lines in character-characters.

So, is there a need for an escape character?

and related to this question:

Does OpenOffice have a default escape character?

LibreOffice (3.4.4) CSV phpMyAdmin. LibreOffice escape-, "CSV" phpMyAdmin ", ": . .

However, using the CSV option using LOAD DATA really only worked if the value in the Column escaped with was deleted . I assume that phpMyAdmin uses the MySQL LOAD DATA command by default, and thus the control is passed to MySQL to process the data. In my scenario, this led to accurate data import.
