Can a software engineer create an embedded system?

Question

I want to create an embedded system using Linux similar to an E book reader using an ARM9 processor. I am not an expert in electronics, but I would like to study it. I know the basics of electronics, such as transistors, triggers, multiplexers. etc. I love software and would like to create something like an E-book. Is it possible for a software engineer to create an embedded system? I do not want to buy a single-board computer in the market, I want to create it myself.
