Is the .NET Compact the perfect .NET subset?

Can I write a Windows Forms application and run it on .NET Compact, assuming I took into account screen size and other restrictions and avoid classes and methods that are not supported by .NET Compact or .NET Compact, it also has an incompatible graphical interface ?

Yes, for the most part (especially with respect to Windows Forms), .NET CF is a subset of the standard .NET Framework.
