KML + Google Earth: make polygon or GroundOverlay clickable?

Pretty simple question.

I have several polygons and GroundOverlays defined in KML. Is there a way to indicate that they should be interactive, and (at least in Google Earth) an information ball or similar pops up when they are clicked?

In the same way, is it possible to give any polygons / GroundOverlays any manipulator behavior? For example, change the icon or color when fading?
