Manifest vs Properties File Format

After some searching on Google and here, I still have not found the answer to the following:

Is there a reason JAR manifests don't just use the property format?

I suppose this is historical, but it would be nice to know how exactly it became? was there a decision not to use an explicitly specified property format, or was there a property format developed after the manifest format?

As far as I can see, there would be no technical reason, although the manifest format seems a little more readable.
