When I use an attribute altwith a tag imgin Safari on Windows, instead of displaying alternative text, Safari only shows “?” In the box. This is a bug in Safari on Windows, or Safari is missing this feature.

Each browser has its own magical way of rendering alternative text. This seems to be a standards issue, hopefully will be resolved in future HTML5 specifications.
IE, Firefox, and Opera display alternate text inside the IMG for broken images. Chrome and Safari also do this, but the text will be disabled if you do not set the height / weight of the image .
