You must understand that many screen readers do not wait to read the entire page. They use keyboard shortcuts to navigate the page. JAWS (arguably the most common screen reader) has some very useful keyboard shortcuts. In particular, you select a list of all hyperlinks on any page. Thus, the user does not need to wait until the reader enters the section of the page of interest before figuring out which links the page contains. They can simply use the shortcut and get a list of links immediately upon request.
