Is Silverlight required to install the .NET Framework?

I studied the capabilities of Microsoft Silverlight and how it works in web browsers. I'm just wondering if Silverlight is required for the .NET platform? This means that Mac or Linux users cannot run Silverlight. I will make the application using the .NET framework 3.5. Will this application work in any web browser or just large ones like Internet Explorer, Firefox or Safari?

Below is a matrix of supported browsers and operating systems for Silverlight. As you can see, Silverlight has fairly broad support with obvious neglect on Linux.

Only a plugin is required.
