SVN: Preventing a new client from being updated with an SVN version?

Is it possible to prevent a new SVN client (say 1.6) from automatically updating a working copy that was checked by an older client (say 1.4 or 1.5)?

I found that as soon as I touch the working copy with a newer client, anyone who uses the old client to work with the same files can no longer do this (for obvious reasons).

Assuming that anyone who wants to update their SVN clients is not an option, is there a configuration parameter or flag that I can configure to prevent my new client from changing?

Work on repo with multiple client versions is not recommended for this reason! You can set permissions for each user and use different clients on your local computers with different SVN users.
