Why is multitasking not supported on iPhone?

Many say that Apple has limited it for better performance. If so, Apple should increase the size of RAM to support multitasking. Therefore, Apple does not allow this. Others say Cocoa Touch apps cannot be multitasking, as the iPhone has only one window and is viewing it.
