SVN best practice is root folder verification

Once the repository structure is configured, i.e. the connecting line, branches, tags, is normal, so that the root is checked on our local machines. Or you only need to check the trunk if this is what you are working on, or a branch if we want to create it that way.

I ask that every time someone creates a branch or tag, we all get a copy when updating.

No, this is very unusual. This will svn updatereally suck if you have many branches, etc. Also, it is annoying - at least for me - to navigate so far as to get to your actual code. Just look at the trunk or which branch you are working on. You can use svn switchit if you want to go back to the outside line or to another branch. Use svn help switchfor more information about this command.
