What web frameworks and languages ​​have the lowest development time?

I am trying to get some ideas for website development. Unfortunately, I will be the only developer, so I will focus on getting a good debugable, testable installation so that I can quickly develop applications.

What languages, styles and development framework would you recommend for rapid development? The last time I checked RoR, it was the next big thing, but it was a while ago.

For people who like Python, there is also Django . I assume this is pretty much equivalent to Ruby on Rails (although I have never used Ruby on Rails). Django's concept is to have many standalone applications that can be used together to create small and large websites. It has a lot of documentation, although deployment can be quite a hassle. Unfortunately, this is not supported by many hosters.
