How to add logo to Windows file icon?

Question

I want to know how to add some kind of logo or icon to a specific file. Just like the drop box does for a specific file when it synchronizes.

I found that the guys from dropbox can do this on linux using the libnautilus package. But I need to do this on the windows and could not find the answer.

Will the decision change from one version of Windows to another?

Icon overlay? you can use IShellIconOverlayIdentifier, for example here , supported versions here .
