Problems launching an XNA game on 64-bit Windows 7

I am having problems running my game engine on my brother machine, which runs 64-bit Windows 7. I am developing a 32-bit version of XP SP2.

My application uses XNA, FMOD.NET and another dll, completely written in C #. Everything is for x86, not AnyCPU. I read that this is necessary for XNA to work, because there is no 64-bit xna infrastructure. I recompiled FMOD.NET as x86, and also used the 32-bit version of the native DLL. Therefore, I do not see any problems.

However, when he tries to run my application, he gives an error that is cryptic but not unheard of.

A FileNotFoundExceptionwith an empty file name, and the top of the stack trace is in my main form constructor. MessageThe specified module could not be found. (Exception from HRESULT: 0x8007007E)

I found some threads on the Internet about this error, all with very vague, mixed and fuzzy answers that really don't help me. Most remind people that they are targeting x86. Some say that they have all the necessary DLLs.

I gave it to my brother Microsoft.Xna.Framework.dll, but does he need to install the entire redistributable XNA package? When I take everything that I sent him and paste it into a random directory, it still works fine. I developed the game in VS2008 and not in the game studio using XNA 3.0 and a Windows Forms control that uses the XNA drawing I found in the msdn tutorial. I would also like to avoid having to install a full installer, if possible.
