MySQL: the difference between ', `,' and"

When viewing SQL code on the Internet and in manuals, it seems that a lot of what is used to label strings (or at least what I think they do?) Changes a lot.

Is there a difference between using `, ',' or '? Are they all the same? Or do some of them have special meanings? Should some be used in some cases and others in other cases?
