Portable C ++ IDE

I want a portable C ++ IDE for general development as well as for developing basic Windows GUI applications.

In my research, I found this (with the latest version):

But I don't know if some IDEs support Windows GUI (or cross-platform GUI) or can be portable ( NetBeans can be portable).

EDIT: By reading the answers and doing more research, I'm close to choosing between NetBeans or Qt Creator. But Qt Creator is 287mb (great for portable development). It looks so sad that NetBeans, even being small (C ++ is close to 30mb), needs a Qt library for the GUI (278mb) ...

Qt Creator is a good choice if you want to code cross-platform graphics programs. Qt is a great cross-platform graphics library.

The bash shell (and these are the tools) + vim + cmake + mercurial = love. bash is available on all popular platforms, even Windows
