How easy is it to write a Flash application and what tools are needed?

I wanted to learn how to write a Flash application so that it could be embedded in a web page.

But is it difficult to write one, say, just to show a circle bouncing around walls on 4 sides of the Flash window (there is no gravity, but just like a point in the Pong game) and which tools (and are they free?).

PS Then, after that, I would like to add that I can catch the circle with the mouse or pick up the circle, and let it fall, as there is gravity, and let it jump. Therefore, I think the best programming language is the best.

If you want your feet to be wet, Foundation ActionScript 3.0 Animation by Keith Peters is a good place to start. All this relates to creating animations similar to the ones you describe.

You can download a trial copy of Flash Builder (formerly Flex Builder) from Adobe to get started. And yes, it will generate web pages with built-in swf.
