Disable everything in windows except C # program

Question

I have the following question:

Is it possible that te will disable everything in windows except for a running program?

I need to program the application on a touch screen (full screen), where people can fill out a survey.
The only thing they should use is this program. (to protect questionnaires and other secret things: p)
If you enter the correct password, the program must be closed.

So, how can I disable everything else except the program that I am running?
