Requirements, features and management in a flexible environment

Question

My company tried to adopt a scrum methodology with mixed success. Abstracts are areas where we had problems. How do you deal with this?

• Tracking requirements Marketing product through product. We are trying to JIRA to track all the requirements individually and assign a release for each, as it is selected for implementation.
• Who makes stories? A product management that does not know enough to create effective short stories, for developers who may not have a knowledge domain, an analyst between them?
• Functional Specifications
