C # speech recognition

Now I am creating a Smart House control system, and I have a little problem. I thought about using Cosmos for the base system and adding the necessary namespace libraries to it, but since the regular System.Speech.Recognition namespace depends too much on the Windows Speech API, I have to forget about using this.

So my question is: is there (for free, if possible) a voice recognition system and / or speech speech synthesizer for C # that has the following:

  • multilingual language support
  • extract text content from a speech sample
  • speech synthesis using the selected (or user-written) speech template (voice)

General use, independent of library windows, would be best and, of course, if it were free.

Voxeo offers developer accounts that you could use to develop a home automation system with speech. I linked it to my own home automation system for a small subset of the teams that my home understands and it works great. You will need to learn VoiceXML to use it.
