Ideal development / testing environment / QA for development

I am working on rebuilding my company dev / test / QA. We have 10-15 programmers who are involved in a number of projects. Currently, they all develop locally on their PCs and use the testing environment. We currently do not have a QA environment, so deployment is often a pain because errors are usually detected after something has begun to live. Here is what I see:

  • Executing all local administrator privileges and creating all developers on the dev server
  • Create a QA environment that is identical to our manufacturing systems. This will allow them to test the deployment.
  • Create a new test environment that is more blocked than the dev server so that proper testing can be done.

What are your thoughts? What is the best way to create such an environment? We are developing ASP.NET applications using MS Visual Studio 2008 (if that helps).

As a developer, I would really hate it if you would block me from the privileges of the local administrator.

Why does every developer develop on a development server? Are your employees not all in the office?
