Opensourcing site code

I am writing a small website (webapp) in php + codeigniter, I would really like to make it open source (in order to attract co-authors and have a free VCS hosting).

• Is this a good practice?
• Is this mine safety?
• What are the best tools for changing important data before downloading? (for example, configuration files with db names and passwords used for testing, etc.).
