Does the 96 HEX symbol have any special meaning in Internet protocols / formats?

Sorry for the vague topic, the problem is this:

I am creating an event with invitees to the Google calendar; on the receiving side, the email comes as multipart, which in its text / html block has the following text (encoded encoded code)

I googled for = 96 and can't find anything. (the encoding or this block is windows-1252, BTW)

Windows-1252 , 0096 Unicode 2013, "en dash". - 0096 , 150 .
