When does the DENY delete rule in Core Data actually negate deleting an object?

The employee has feedback from the Department and vice versa. Employee has a relationship-related department and has a DENY deletion rule. The employee must be removed. Now: Does DENY really deny the removal of the employee because the department is still referring to the department? Or does this mean that the Department cannot be deleted because the employee refers to him?

Delete rules always look from the point of view of the object on which they are installed, so I think you have a description back. What would you like in this situation:
