This is what I found out by doing some searching. These things were taken from many places. Please indicate any missing items. (I have not tried this yet, I just want to clarify what I will do)
For hosting, I need a static IP address. But my provider provides dynamic IP addresses. So I used DynDNS (as Kuga advised on this ). I believe this will solve my problem with a dynamic IP address by matching the domain name that I selected with my current (dynamically assigned) actual IP address.
Next, my Xampp server is configured. To do this, I need the local IP address of the computer, which I can get using ipconfig (or ipconfig / all for complete information) on the Windows command line (say, the local IP address is 192.168.1.6). Now I need to edit the httpd.conf located in the xampp / apache / conf folder. The ServerName field must be changed to 192.168.1.6:80.
This should allow someone to use the hostname I got from DynDNS to access the xampp / htdocs folder on computers. Please fill me in if there are any missing parts.
Now I want to change the port that my clients can connect to my computer, and the folder that I'm going to use with it.
