What's the latest in touch screen programming?

I want to encode some applications to use touch screen gestures. What are the latest technology?

What API functions do they provide? Is it just a random selection and click function, or are extended gestures also displayed through the API? Can I extend the API to encode my own gestures?

I can’t arrange a touch screen device right away. Is it possible to do some encoding now and check my code using the emulator on the screen with the mouse? Later, for thorough testing, I will get a real touchscreen device.

I am open to Linux and Windows platforms.

I would also like to study both desktop (PCs and laptops) and mobile platforms (smartphones) with great effort on the first. Desktop, because the available computing power is high and does not want to get involved with mobility issues in the beginning.
