What is the difference between a schema dictionary and data?

A schema definition is a logical data structure in a database. It belongs to the user and has the same name as the database user. The schema contains the table name, what type of column, etc. And the data dictionary also contains only metadata (at the end it is at the database level, not at the user level). What is the difference between a schema and a data dictionary?

These definitions are taken from my experience (a programmer for more than 20 years, 7 years in consulting, some time as an independent contractor). YMMV.

The “outline” describes the structure. It may include metadata describing aspects of the structure.
