How to create this effect using javascript?

The other day I just happened to visit this site: -

Can someone tell me how I can create this cool effect. I know how to horizontally or vertically scroll a page using jQuery localScroll. But if you saw a web page, look carefully at how beautiful the lines run through the background. If someone tells me how this effect will be created, I will be very grateful :)
