Where is the Eclipse empty shell version?

There are so many editions of Eclipse. I do not know very well the structure of the Eclipse IDE, but as I know, Eclipse is basically an empty frame for powerful plugins. This means that there should be an empty shell edition, but I could not find it. Most base editions already contain many tools.

Where is it? And how can I get it?

I think you mean the Rich Client Platform ? You will need to download the RCP SDK to get started, and then when the time comes to deploy, check out the FAQ for what you need.
