WebMatrix, ASP.NET Razor, IIS Developer Express, SQL Server Compact Edition - What is Microsoft's goal for these new technologies?

Recently Microsoft (via Scottgu) announced several new technologies (WebMatrix, ASP.NET Razor, IIS Developer Express, SQL Server Compact Edition). I think this is a new direction in which Microsoft has been trying to move since launching ASP.NET MVC. I think the clear goal of these new steps is for Ruby / Python / PHP / .. developers or existing ASP.NET developers who are thinking of moving to Ruby / Python / PHP. What do you think?

In response to Catbert's comment that WebMatrix is ​​useful for non-manufacturing sites, I would like to point out that Rob Konye and Scott Hanselman used WebMatrix to create this podcast site for developers . Which is not a heavy duty commercial production site, but is definitely not a demo site.
