Named user plus, what is it?

I looked at oracle liecense, it looks cheap for a named user plus. I mean, if I develop a web application in which the user has no interaction with the database other than registering and logging in, and if I make a virtual user inside the server to do all these things that get username and password from ect users. keep them in line and execute database commands one by one. I need more than one named user plus for this, I am a complete noob in oracle and web field, I am just a designer who studies server technologies, so if this question is not valid please let me know why.

Named user licensing is not the best option in this situation. Oracle sees the web application as a multiplexer and requires you to track application users and acquire a named user license for each of them.

[Edit] I see that in the other answers you received some good additional licensing information, but, in short, Oracle schema! = Application user. A few years ago, I was unlucky that I was the POC for the unwanted audit of Oracle, and for our intranet application I needed to report the various IP addresses that connect to the application from a web server.
