What are the benefits of a document-based database over a relational database?

The main advantage for me with CouchDB is that you can access it pretty much anywhere! . What are the benefits of a relational-based base database?

Where is the best choice based on db based on data?

I would not say that “accessing it from anywhere” is an advantage of CouchDB over SQL Server. Both are fully accessible to various customers.
