Running the MaxClockSkew function when accessing the WCF service

Question

I have a WCF service that has one endpoint with the MaxClockSkew setting installed before 23:59:59 but no security behavior, and another endpoint with the same MaxClockSkew configuration and security configuration. The problem is that when accessing an insecure endpoint, an exception is not thrown, and when accessing a secure endpoint, a security exception is thrown. I would like both endpoints to throw exceptions, how can this be done?
