Is there a reason why some VIM motion commands are limited to one line?

I'm starting to learn VIM (I downloaded the emulator plugin for my IDE), and no wonder it annoyed me very slowly. Everything is in order, and I understand that the whole phase goes through.

However, this one feature is rather unpleasant - the inability to go to the next line through l, the previous one with hor search for more than one line with f.

Is there a valid reason for increasing input speed?
