Are there other ways to incorporate an uneven form of clickable area on a web page other than image maps?

(This is the message that I am switching from ui stackexchange. )

We have irregularly shaped areas ... imagine a map of the US states. Imagine that inside each state there is a rectangular area containing graphics and text. We want each state to respond to mouseover / mouseout / click.

If this is a straightforward HTML / Javascript page (without Flash), are there other ways to implement this than image cards?

If this is not possible, I would also think that only the rectangular area inside each state responds to mouse events.
