UIToolBar on top of UITabBar?

Question

When in the "Camera Roll" section of the Photos application, you can click the upper right button to edit photos. This replaces the bottom tab bar with three new buttons that are in the UIToolBar.

I would like to do something similar, but I cannot force the UIToolBar to be at the top of the tab bar. Is there a way to specify the order of the layers? Or do I need to do something else?

You may be able to add a toolbar as a subtitle of your key window:
