Why is the System.Configuration assembly not included in new projects by default?

Small pet. When creating new visual studio projects, is there any way to enable the system.configuration assembly by default? Almost all of my new projects will need access to the AppSettings settings.

I know that there is not much effort to do Project> Add Link, but I think this is a very common thing for most people and wonders why it is not turned on by default?

You can do this by creating your own project template, which includes a link to System.Configuration.dll. Here is a link that has information on how to do this.

As to why behavior is what it is today, I don’t think you will find a solid answer about it.
