Should developers be involved in backlog planning processes?

I recently spoke with a company that began to implement Scrum for its development cycles. I asked one of the developers how their experience was, and it seems that they are completely devoid of the planning process. He was not allowed to make any contributions to what fell into this Sprint, and did not take part in any planning or care activities.

In principle, at the beginning of the last Sprint (or two) he was given a to-do list. He had to break objects into his respective tasks (so that they could work on Sprint), but he did not participate in any planning activities; I am skeptical that he was given a lot of contribution to how much effort the element can take - I suspect that the architects decided this for the team.

Is this how Scrum should be handled? My current team is fully involved in all planning activities, constantly adding our input on how functions can be solved and how much effort they can take. I am a little skeptical (and nervous) about a company that simply sends a to-do list to developers without asking for their input.

Note. I understand that after launching Sprint, the list is indeed a priority to-do list. My concern is not related to the planning process from the very beginning.

If those who carry out this work do not receive information about how much work can fit into the sprint, and let the business decide what is most important and should be planned. Its not going to work. They use new trendy flexible words, but they do the same old things.
