What causes the background in the container to be trimmed with less window resizing?

My website has a typical container, which is located in the center (very similar to the Digg V4 website actually @ http://digg.com ). The problem I'm experiencing is that when you resize a window smaller than the width of the container, everything that has a background in the container is usually cropped to fit the width of the window. The Digg website actually has the same problem as mine. To illustrate this, I posted screenshots describing the problem. In the first screenshot, the window size is smaller than the size of the Digg container (note the horizontal scroll bar at the bottom).

Now the second screenshot shows what happens when we scroll to the right. Please note that anything inside the container with the background is disabled !

To reproduce this, simply go to the Digg website http://digg.com and resize your browser window to 600 pixels and scroll to the right. Is this a fairly common problem with a fairly common solution? I tested this with Firefox 3. Rate any tips to fix this problem - thanks for your time :)
