How to ignore files or folders in an SVN project

We would like to ignore specific files and folders for the entire project. CVS used to have .cvsignore, where you can specify this information and commit it as part of CVS.

It seems that in SVN you will need to set properties at the folder or file level, which is inconvenient for all developers. Is there an easier way similar to .cvsignore?
