Flex SDK or Adobe Flash?

I am looking to get into the development of Flash games (from XNA), but I'm not so sure that I am ready to pamper myself for expensive Adobe Flash software. I noticed that there is a free Flex SDK.

Who cares? Will I be able to develop a flash game using the free Flex SDK and send it to the game portal in the same way as if I had developed a Flash game using Adobe Flash?

I know I answered this question late, but just wanted to add my opinion on Flex 4.6,

Update his wort to Flash Builder 4.6, which supports mobile development on Blackberry, Android and IOS. It is much easier to develop and create mobile phone applications using Flash Builder 4.6.
