JavaScript on top / under use. what is acceptable these days?

As a novice web developer, I am trying to find a thin line of cross-platform usability / compatibility and pizazz (functionality).

Is this really a problem, as it was a few years ago? Parts of my site that, as I understand it, require (aka make my life easier). JS will not be what the mobile phone wants to access (although he could if he wanted to).
