Why is OSX Snow Leopard shipped with GCC 4.2.1, and is it possible (recommended?) To upgrade?

They may have a good reason, but I'm struggling to figure out why the new OS will still ship with such an old compiler, which was originally released in 2007. Apple has changed it a lot, and therefore it has some features that are mandatory? Is it possible to just download 4.5.1 and use it with Xcode?

4.2.1 was the last gcc to be covered in version 2 of the GPL. Coincidence? I doubt it.
