How to read comments from XML using xslt and add comment text to an element

I use XSLT and XML.

I have below XML with me.

Now I am trying to get the result as shown below:

Everything is in order, but I can’t work with the comment section, how to add comment elements according to the corresponding comments. I mean that below the code in my xslt does not work correctly, adding only the first comment, i.e. News Display

preceding-sibling::comment()gives you the node-set of all previous comment nodes at the current level in the reverse document order. However, you need to select the closest comment to make it work:

<xsl:if test="preceding-sibling::comment()[1]">
  <comments>
    <xsl:value-of select="preceding-sibling::comment()[1]" />
  </comments>
</xsl:if>
