WordNet File Format Help

I have a question about the format of a WordNet data file. The wndb (5) man page partially says:

The source / target field is distinguished by lexical and semantic pointers. This is a four-byte field containing two two-digit hexadecimal numbers. The first two digits indicate the word number in the current (source) synchronizer, the last two digits indicate the word number in the target synchronized signal. A value of 0000 means that pointer_symbol is a semantic relationship between the current (source) synchronization and the target synchronization indicated by synset_offset.

The lexical connection between two words in different synsets is represented by nonzero values ​​in the numbers of the source and the target word. The first and last two bytes of this field indicate the word numbers in the source and target syntaxes, respectively, between which the relation is satisfied. Word numbers are assigned to word fields in the syntax from left to right, starting at 1.

I understand the second paragraph when the source / target numbers are non-zero, but the point is when the source / target is "0000" is still not clear to me.
