CSS end letter

I am trying to get text in a fixed width div to break a letter instead of a word. I can’t think of a way to explain this, so I made a small example. Any help would be greatly appreciated.

What is happening now.

|Hello   |
|World!  |

What I want:

|Hello Wo|
|rld!    |

word-wrap: break-word;

According to CSS W3 specification:

An indestructible word can be broken at an arbitrary point if there are no otherwise acceptable breakpoints in the line. Character formation is still as if the word had not broken, and grapheme clusters should together remain as one.
