If you create a new MXML skin using Flash Builder (File> New> MXML Skin), you can clear the "Delete style code" checkbox, which means that Flash Builder must remove the script block that defines fb: purpose = "style".

As Yaba said, it allows you to check or uncheck the "Delete ActionScript style" box when creating a new MXML skin by copying another Skin class.
