Are there any laws governing the use of code that lacks a license?

I recently found some use of code in some program that I was asked to complete. The code from which it was taken did not have a license. This made me think that there should be some rules / laws that govern such work. I did not know what they could be, therefore this question.

For my personal toys, I always, at least, surely leave a comment detailing where something came from. At least it seems like a decent thing.

How do you know that the code was taken? Is this in the comments? If so, you should probably get it in writing from the author. The lack of a license does not mean that you can use it, but depending on the country in which you (and the author), it may be legal. Regardless of the country, the original blessings of the authors will come a long way.
