How to convert an array to an html table

Can someone help me with this array that I have? I want to create a table consisting of a maximum of 5 columns and a maximum of 15 rows. If, for example, there are only 4 lines, then instead of 15, only 4 lines should be indicated. If there are only 3 cells that have data, the remaining 2 should be supplemented $nbsp;.

Here is my array of samples:

Call your array $rows, ok?
