What is the best way to deal with SVN and local changes that should not be done?

I checked some projects from the SVN repository. To create these projects, I need to configure some configurations (for example, the classpath and property files) to match the local environment.

Now I do not want to commit these changes to the repository. So setting up svn: ignore can help. But what if I want to receive updates from the repository without any of these files? Is there any option that allows me to receive updates and prevents me from committing?

Or what is the best way to deal with local changes? With my application projects, I can configure eclipse launch configurations so that they are configured with settings that are appropriate for my local environment and that the cut files are not touched. But what to do with projects that will not be launched?
